We do not have many rules, the only requirements are that you need to display the webring's code on your site, and you also need to be a lover of TVOL in some way. You don't have to make fanart, have a favorite character, or anything, it can be something as simple as enjoying this website's aesthetic. :-)
Although this is unlikely to happen, keep in mind that I can deny you entering the webring for any reason at all.
